The NEW rulebook is now posted on the APA website! It is called APA 2016 Standards of Play. You can look for it under the top bar menu of ‘How To Play’ and it will also be put under ‘Forms’ in the Members Only section. Plans are to have it printed in mid March and have it mailed out to you as soon as possible, but for now, you can go online to make sure you are current with the rules.
